China accepts comments on export controls for frontier AI until 15 November

The draft covers model weights, agents, and training data. A registration before export already applies.

On 16 October 2026 China's Ministry of Commerce and Ministry of Science published Announcement No. 48. It proposes export controls for 40 technologies, 23 of them from artificial intelligence. Comments are possible until 15 November 2026.

Covered would be the weights, source code, and training know-how of frontier models if a model reaches one of three thresholds: at least 10²⁶ operations in training, at least 2 trillion parameters, or a place among the ten best models in the world at the time of export. Agent technology and training data are added. Anything already openly published remains exempt.

The list is a draft and can change. A registration before export, by contrast, already applies. Source: Cloud Security Alliance, as of 7 November 2026. More rules under Regulation.
